Short answer: Most people use the small Haena Beach Park lot (roughly 40 spaces) on Kuhio Highway. It fills quickly, and the Haena State Park reservation rules next door do not apply here.
Status, October 15, 2026: Haena Beach Park sits past Hanalei, and HDOT’s road page (last updated October 9) still lists local access only on Kuhio Highway from Hanalei to Ke‘e Beach after Hurricane Lowell. Until that lifts, visitors can’t drive to Tunnels. Ha‘ena State Park next door reopens October 15, but a state park booking doesn’t cover parking at the beach park. Check the Hawaii State Parks notices and HDOT road updates before you plan the day.
Tunnels Beach parking is one of the harder problems on Kauai, because the beach is one of the island’s best snorkel spots. Renters get caught because the rules next door at Haena State Park are not the rules here.
Where Tunnels Beach parking actually is
Most visitors use the lot at Haena Beach Park on Kuhio Highway. Civil Beat reported in March 2026 that the lot has roughly 40 spaces, that it fills quickly, and that rental cars sometimes spill onto the narrow highway. The beach park is owned by Kauai County.
No parking on the highway
Do not park on the highway shoulder. Kauai police issued 170 traffic citations at Haena Beach Park in 2024 and 81 in 2025, per that same report. The official Haena reservation site warns that parking tickets run $200 or more and cars can be towed. Other reports add a state highway surcharge on top, so the total can be higher.
This is not Haena State Park
Haena State Park, at the end of the road, has a reservation system. The reservation site lists $20 per car per time slot plus $5 per person for non-residents, with reservations required. Our Haena State Park reservations guide covers how to book. The beach park lot is a separate, county-run lot, and the sources I checked do not describe a reservation for it.
One rule matters if you do hold a state park reservation: the reservation site says state park visitors may not park outside the park. Do not use a state park booking and then leave the car at the beach park.
What may change
The state land board voted in early 2026 to support taking over Haena Beach Park from the county. Civil Beat says the transfer is not final and the timeline is uncertain. If it goes through, the beach park could join the state park system and its rules could change. Check the official sites before your trip.
What renters should do
- Go early. When the lot is full, leaving is better than parking illegally.
- Have a backup beach. Hanalei is close; see Black Pot Beach parking for the free Hanalei Pier lots.
- Remember the road is a dead end, so plan this as a there-and-back outing. How long it takes to drive around Kauai shows why.
