Short answer: The Kailua Beach Park lots are free with no permit, but they are small and close overnight. Park in a marked lot, not on the side streets, where rentals get towed.
Kailua Beach Park is the parking answer most guides give for the whole windward beach area, including Lanikai. It has real lots, but they are not big, and the side streets around it are not forgiving.
Is Kailua Beach parking free?
Yes, according to the traveler guides I checked, which describe the lots as free with no permit. The beach park is run by the City and County of Honolulu’s Department of Parks and Recreation. The lots are not large, so free does not mean easy.
The overnight closure
The city started a three-month pilot on September 5, 2025 that closes Kailua Beach Park from midnight to 4 a.m. The announcement said the city would decide later whether to keep it. I could not find a final decision, so read the signs at the entrance. Either way, overnight parking is not a plan here.
Where the lots are
Guides describe a main lot near the restrooms and beach entrance, plus smaller lots closer to the canal and boat ramp. One guide calls the lot by the canal quieter. The closest lot matters less than getting any legal space at all.
When to arrive
No official source gives a time. Traveler guides say to arrive before about 9 a.m. on weekdays, and some say before 8 a.m. on weekends, with evenings easier. If the lots are full, do not solve it with a side street.
Side streets are where renters get towed
Guides say parking on Kalaheo Avenue is strictly enforced, and many nearby residential streets post no-parking signs. A tow in a rental car is a bigger headache than in your own, because you may have to explain it to the rental company too. For what happens after a ticket, see what actually happens if you get a parking ticket in your rental.
Using Kailua as your Lanikai plan
Lanikai has no lot of its own, and its street parking is being banned. The usual workaround is to park here and walk about 10 to 15 minutes. Our Lanikai Beach parking guide has the details and the current bans.

Farther up the windward coast, the Kualoa Regional Park lot lists no fee but closes at 8pm.
